Registration of health facilities under the Health Institutions and Facilities Act 2011, Act 829

The Health Facilities Regulatory Agency (HeFRA) was established by Act 829 to regulate Health Facilities for the provision of public and private health care services in Ghana. The principal object of the Agency is to license and monitor health facilities for the provision of public and private health care services through such approving applications for licenses, (b) inspecting and licensing facilities intended for the provision of public and private healthcare services, (c) determining the basic and minimum equipment and personnel required for the type of services to be provided in a practice and (d) regulating and monitoring activities in a practice to determine the adequacy and standard of healthcare provided.

HeFRA will be mindful at all times to satisfy Section 11 (1) of the Act 829,’’a person shall not operate a facility unless the facility is licensed under this Act’’.
By the ACT, a practitioner shall not operate a health facility unless the facility is licensed by HeFRA. The main issues involved are Registration, Inspection, Licensing, Monitoring for Compliance, Renewal of Licenses and payment of retention fees by Health and Allied Health Facilities.
All Health and Allied Health Facilities are entreated to pay their retention fees for 2018 by March 2018. Those whose licences have expired should endeavour to renew them within the same period. Facilities which have not been registered should be registered immediately. After 31st March 2018 deadline, the list of all facilities in good standing will be published in the major National Newspapers and on the Web. Facilities which do not comply risk possible closure.

The HeFRA offices can be contacted from 10 am to 3 pm each day from Monday to Friday except on public holidays.

  • I have for registration of maternity home and I have submitted necessary documents, now waiting for approval, can I start operation while waiting for the license?

    • Per the act, one cannot operate a health facility without a license.
